Dear Mr. Barnhill,

          I am writing in regard to your application for voter registration completed in this office on January 22, 1997.  After checking with the the Attorney General's Office regarding the cancellation of your Social Security number, I have learned that one can not voluntarily cancel a Social Security number.  Due to the fact that you were previously registered with a social security number (xxx-xx-xxxx) and due to the fact that you altered the qualifying statement on the Virginia Voter Registration Application, I am hereby denying this application for voter registration.  The Voter Card that was sent to you on January 24, 1997 is null and void.  It is not my intent to prevent you from registering to vote, however application must be made in accordance with the laws and code of the Commonwealth of Virginia.  I am enclosing another Virginia Voter Registration Application for you to complete in order to be registered to vote.
