Letter from the ACS Branch

This is a very curious letter from the ACS Branch Chief in Pennsylvania.
(?) ACS = Assessment / Collection System (?)
Read the first paragraph a couple of times to see why I think it is so strange.

     ALTHOUGH THE INTERNAL REVENUE SERVICE HAS RECEIVED YOUR
1996 INCOME TAX RETURN INDICATING THE ABOVE ADDRESS, YOU
HAVE FAILED TO RESPOND TO PREVIOUS CORRESPONDENCE SENT TO
THIS ADDRESS REGARDING YOUR DELINQUENT  1996  INCOME TAX RETURN.  [2]

[1] The extra three digits on the zip code are consistent with all the other correspondence.
[2] If they have received a 1996 return, then why do they think a 1996 return is delinquent?  For the record I am not required to file a return, my taxable income was below the threshholds found in 6012.
[3] And they admit this, as it is possible to be in compliance with 6012 without filing a return.
[4] They should have received my other correspondence by now, but let us assume they are playing "musical agents".  How can this guy know what I have already sent to others?
[5] This is a stamped, not written signature.
[6] Even though the mailing address here is in Pennsylvania, the envelope in which it arrived has a return address in Jacksonville, Florida, and this is also on the postmark.
I sent the above to SaPF with Power of Attorney.
I will report when I receive a copy.
